FVOE guide for economic operators
How to register for ANAC services, activate the “Amministratore OE” (OE administrator) profile, upload and link documents, and answer the contracting authority's requests on the FVOE 2.0 platform.
Remember
- The FVOE sends no alerts by email or certified email (PEC): during check periods, look at the notifications on the platform often.
- Since 16 April 2025 the contracting authority accesses your file without your authorisation; it is still needed only for preliminary checks.
- Upload documents on special requirements (certifications, certificates of execution, financial statements) in advance and link them to the file within 10 days of the request.
- Each file must be no larger than 5 MB and digitally signed in PAdES format: .p7m (CAdES) files are rejected.

Table 1 - Definitions and acronyms
Purpose of this document
The Economic Operator’s Virtual File (FVOE) is the application provided by ANAC (Italian National Anti-Corruption Authority) for managing the service of the same name.
The FVOE provides a repository that collects the documents the economic operator (OE) can use as proof of the requirements for taking part in procedures for the award of public contracts. As laid down in Resolution No 262/2023, the FVOE allows, on the one hand, contracting authorities (SA) and contracting entities to obtain the documents proving that the general, technical-organisational and economic-financial requirements for the award of public contracts are met and, on the other, OEs to upload to the system the documents that they are responsible for producing.
The purpose of this document is to explain how to manage and consult the virtual file using the functions available to OE users.
Description of the service
As part of the BDNCP, ANAC has developed the FVOE to give users the option of creating a repository in which to collect documents useful for taking part in procedures for the award of public contracts.
Access to the functions of the FVOE service is restricted to users registered with ANAC’s services. The main functions available to OE users are:
Searching within the FVOE, which includes viewing the associated documents and the related information
Viewing the details of a document
Adding a new document
Authorising access to your file
Updating a document
Associating a document with a file and cancelling the association
Viewing the OE’s registration details
System actors and roles
The actors that use the FVOE services are as follows:
Economic operator
Within the life cycle of a contract, one of the roles is that of the OE: the natural or legal person that takes part in a tender procedure for the award of public works by submitting a bid. The OE is asked to provide the data and documents relating to the general and special requirements set for each tender, and the virtual file is provided as a tool for this purpose.
The FVOE is used to take part in individual tenders, but the data and documents in the virtual file may also be used for other tenders, for as long as each of them remains valid.
When taking part in tenders, the OE indicates which data and documents in the virtual file are to be used as proof of the general and special requirements, so that the SA can assess them.
Contracting authority
Within the life cycle of a contract, one of the roles is that of the SA: a contracting administration (amministrazione aggiudicatrice), a contracting entity, an awarding body or another legal entity that awards an OE a public procurement or concession contract for the purchase of services or supplies or for the execution of works or construction projects. The SA requests the data and documents relating to the general and special requirements set for OEs in each tender and assesses their compliance, and the virtual file is provided as a tool for this purpose.
Under Annex I.1, Art. 1, paragraph 1, letter q) of Legislative Decree 36/2023 (Public Contracts Code), contracting administrations are “State administrations, territorial public bodies, other non-economic public bodies, bodies governed by public law, and associations, unions and consortia, however named, formed by those entities”.
2 Accessing the service
User registration
To access the service, the economic operator (OE) must be registered and have an active “Amministratore OE” (OE administrator) profile.
If you are not registered with the services of ANAC (Italian National Anti-Corruption Authority), you can register at
https://www.anticorruzione.it/en/-/servizio-di-registrazione-e-profilazione-utenti#p8
Click ACCEDI AL SERVIZIO (Access the service)
Select the “Accedi” (Log in) link at the top right
On the screen that appears, click REGISTRATI (Register)
Enter the details of the natural person to be registered on the platform.
If you do not have an Italian tax code and cannot use eIDAS, you must complete the same registration to access the services (the same details are requested, the only difference being that you must also add your identity document) in order to obtain ANAC credentials (username and password); you will then be asked to enter a temporary OTP (one-time password), which you must generate each time you log in.
NB: even if you choose to log in for the first time with CIE or SPID, after authentication the system will always ask you to create login credentials (username and password), because some services allow access with this type of authentication (e.g. payment of the ANAC contribution).
Area Personale (Personal area)
After registering, you can view the “Area Personale” page, which shows all the SERVIZI ONLINE (Online services) for both public administrations (PA) and OEs.
In your AREA PERSONALE, you can:
Le Tue Attività (Your tasks): view the list of tasks assigned to you that have not yet been completed, such as validating your certified email (PEC) address or completing the activation of profiles. You can complete a task by clicking its details.
I tuoi Profili (Your profiles): in this section you can view your active profiles or create new ones. The page contains the following information:
search tool: lets you select the profiles associated with you
profile details, which include:
status
profile ID: to be given to ANAC when reporting issues
AZIONI (Actions) link
role
type of represented entity
represented entity
By clicking the dot menu in the AZIONI link, you can open the profile details, which consist of two sections
profile details
profile history, i.e. the list of events that have occurred on the profile, in reverse chronological order.
If your active profile is AMMINISTRATORE OE, the AZIONI link also lets you DELEGATE THE PROFILE to another person, who must already be registered on the ANAC portal (you search for them by TAX CODE). You will be asked to set the duration of the delegation.
In their own profile, the delegate will find the delegation request to APPROVE in the Le tue attività section.
Focus: creating profiles
From the I TUOI PROFILI section, click the button at the top right
On the screen that appears, select the relevant profile from the drop-down menu and click CONFERMA (Confirm).
The system opens a screen where you can select the roles to be activated.
NB: roles cannot be selected at the same time; each one must be activated separately.
Amministratore OE (OE administrator) profile
Select the relevant role and click Conferma.
On the screen that opens, enter the tax code of the represented entity and click CERCA (Search).
Once the entity has been found, check the details entered and click RICHIEDI PROFILO (Request profile).
In the I TUOI PROFILI section, the profile will appear with the status IN APPROVAZIONE (Pending approval), but after a few seconds it changes to ATTIVO (Active). A profile activation confirmation email is sent to your PEC mailbox.
Approval time:
IMMEDIATE. Once you have completed the procedure, the system approves the profile immediately, within a few minutes.
Important: for self-employed professionals or organisations that are not required to register with the Business Register, to obtain validation it is necessary to attach a document certifying that you hold a currently valid position (for example, the allocation of a VAT number). This document must be uploaded via the AZIONI link by selecting DETTAGLIO E CRONOLOGIA (Details and history): a WARNING notice will appear, with an option beside it to open the details and upload the document.
Contribuente OE (OE contribution payer) profile
On the screen that opens, enter the tax code of the represented entity and click CERCA.
Once the entity has been found, check the details entered and click RICHIEDI PROFILO.
In the I TUOI PROFILI section, the profile will appear with the status IN APPROVAZIONE, but after a few seconds it changes to ATTIVO. A profile activation confirmation email is sent to your PEC mailbox.
Le Tue Deleghe (Your delegations)
In this section you can review the delegations you have received and those you have granted.
For each delegation, the following information is shown:
status
profile ID: to be given to ANAC when reporting issues
AZIONI link (to edit or suspend the delegation)
role
type of represented entity
delegate
duration of the delegation
I Tuoi Dati (Your details)
This section contains your personal and contact details; you can edit them or delete your user account.
NB: a foreign user (without an Italian tax code or eIDAS) can also edit their personal details using the modifica anagrafica (Edit personal details) button shown at the top right
Modifica Password (Change password):
Lets you set a new password.
3 Accessing the virtual file
Access page
Direct access to the Economic Operator’s Virtual File (FVOE) 2.0 service is via a dedicated URL:
Alternatively, you can access it from the home page at the new registration link
by selecting the box for Fascicolo Virtuale dell'Operatore Economico - Componente per l'Operatore Economico (Economic Operator’s Virtual File - Economic Operator component)
Logging in
Once you have been enabled on the system, you can log in using:
SPID
CIE
EIDAS
CNS (activation in progress)
The login screen also shows fields for entering the credentials issued by ANAC (Italian National Anti-Corruption Authority) at registration; however, these cannot be used for the FVOE 2.0 service.
Once your credentials have been verified, you will see the home page of the Portale dei servizi ANAC (ANAC services portal).
The FVOE is available from the ANAC portal: on the home page, select the “Fascicolo Virtuale Operatore economico” card, Componente per l’Operatore Economico, and click the “Accedi al servizio” (Access the service) button.
4 Landing page (main page)
General remarks and first access
Once you have accessed the Economic Operator’s Virtual File (FVOE), the system displays a landing page (Dashboard).
Fields marked with an asterisk (*) are mandatory.
At the bottom of every screen there is an identification code for that screen, which you should quote when reporting issues or asking for support in using the service.
The dashboard consists of 4 main sections:

Contratti di attestazione (Certification contracts)
This section – of interest only to those operating in the public works sector on contracts worth more than €150,000 – shows the contracts signed for SOA certifications. On this screen you can filter the contracts by searching by:
Free-text field
Contracts
SOA code
Creation date
Start date – end date
Preliminary checks
This section contains the authorised preliminary check files: since this type of file still requires authorisation by the OE, these files are not authorised automatically.
The start of requirement checks (AVR) function allows the public administration (PA) to carry out requirement checks on parties identified at a preliminary stage, i.e. before the award procedure starts (in the case of expressions of interest or direct awards). Activating the function makes it possible to start the checks in the FVOE on these parties, without, however, resulting in a CIG being assigned.
How the SA can carry out the preliminary check
using the AVR form, the PA notifies ANAC (Italian National Anti-Corruption Authority) of the parties to be checked (selected following any market survey notice, or identified directly by the PA for the purposes of a direct award)
following this notification, the PA requests access to the file from the selected OEs
The OE receives a notification and must explicitly authorise access to the file
Authorising access to the file does not mean taking part in a procedure (so it does not automatically lead to an invitation to a negotiated procedure or to a direct award).
For authorisation requests, see the section Managing notifications.
5 Managing notifications
Notifications section
You can manage the notifications addressed to your profile that are needed to complete the steps leading to the assessment of the requirements for taking part in the tender.
For this purpose, the landing page has a dedicated section showing the three most recent unread notifications addressed to you:
You can see more notifications by clicking the Tutte le notifiche (All notifications) button at the top right, which takes you to a page containing all notifications that have not yet expired.
Notifications addressed to economic operator (OE) users can be of 3 types:
Richiesta autorizzazione (Authorisation request)
A notification showing a request from a contracting authority (SA) to be authorised to access a specific bidder’s file. It applies only to contracts prior to June 2025 or to preliminary checks.
Since June 2025 (announcement of 16 April 2025 by the President of ANAC, the Italian National Anti-Corruption Authority), requests for access to files NO LONGER need to be authorised, as this consent is already given in the tender.
The “Motivazione” (Reason) field seems to be intended only for refusals of authorisation (“Negata” (Refused) option); however, if you do not fill in the field, the Conferma (Confirm) button does not work.
Once you confirm, the notification disappears.
Richiesta aggiornamento (Update request)
A notification showing a request from an SA to update a document that has expired or is no longer valid. The request is then sent either directly to the certifying body or to the OE that owns that document. (the function allowing the public administration (PA) to request an update of a document does not currently seem to be available)
Richiesta documentazione (Documentation request)
A notification showing a request from an SA to add a specific document to one of the bidder’s files.
NB Please remember that, since approval of access to files is no longer required, files are automatically placed in the I TUOI FASCICOLI (Your files) section. Therefore, even if the PA has not expressly requested specific documents, it is advisable to monitor your files and open their details to associate any documents you consider essential, such as all self-cleaning documentation (if not already provided in the tender) or documents proving that you meet the requirements. Documents should be associated within 10 days at most.
6 Actions available for a document
You can create and manage documents; in particular, you can perform the following operations:
View document details: this function displays the detail page of a document, starting from the list of results or from the cards shown on the landing page, when you click the document type.
Associate with a file: this function lets you associate the document you are viewing with a file, by opening the list of available files and running a search.
Scarica documento (Download document): this function lets you download the document you are viewing to your computer (when permitted, i.e. when the document belongs to you or can be viewed by the economic operator (OE))
Disabilita documento (Disable document): lets you invalidate the document by setting its end-of-validity date to today’s date and its status to “Non utilizzabile” (Not usable).
Browse associated files: this function lets you view the list of bidder’s files associated with the document you are viewing, consult their details and disassociate them from the file where necessary.
Aggiungi documento (Add document): this function lets you add a new document by filling in a form.
Add a document
You can add a new document, which you can later associate with one or more files.
The function is available both in the Dashboard view and in the I Tuoi documenti (Your documents) view.
By selecting the
button on the landing page, you can fill in a form to add a new document:
For each document, you must fill in a set of fields, some of which are mandatory, in a first fixed section entitled Informazioni generali (General information):
Oggetto* (Subject) ⇒ mandatory field stating the subject of the document
Data di inserimento (Upload date) ⇒ the date on which the document is added
Data di emissione (Issue date) ⇒ the date on which the document was issued
Data di fine validità (End-of-validity date) ⇒ the date on which the document ceases to be valid; when this date is reached, the document’s status changes to “non utilizzabile”
Numero protocollo (Registration number) ⇒ the document’s registration number
Data protocollo (Registration date) ⇒ the document’s registration date
Next, in the Informazioni specifiche (Specific information) section, select from the drop-down menu the type of document you want to add. (only the “00899 – Documento generico OE” (generic OE document) option is currently available)
Depending on the type selected, the system then shows, in the same section, another set of fields to fill in that are specific to that type of document.
In the section immediately below, you can optionally upload a file associated with the document you are adding, by dragging the file onto the “selezionalo dal desk” (select it from your desktop) link or by clicking the link.
The file name will then appear below the link.
When you have finished filling in the form, select the
button to save the information entered and add the document to those held in the Economic Operator’s Virtual File (FVOE).
The system also accepts .zip files.
If the operation fails, a red message appears, for example for documents larger than 5 MB.
In addition, the system does not accept digitally signed files in CAdES (.p7m) format, whereas it does accept them in PAdES (.signed.pdf) format.
View document details
To consult the detailed information on a document and browse the files it is associated with, click the link formed by the document type on the relevant card, but only from the dashboard.

8 Conclusions and recommended procedure
Procedure for proof of requirements via the FVOE
After your first login, we recommend working in the system in the following order:
Check that you are working with the right company (click at the top of the left-hand menu)
Check whether there are any notifications and, if so, deal with the requests immediately (authorisation, update, documentation)
If there is a notification requesting a specific document, or if in the tender you declared that certain documents needed for the requirement checks are your responsibility, upload the documents by clicking the “Aggiungi documento” (Add document) button. In particular, we recommend uploading in advance the supporting documents proving that you meet the special requirements, e.g. ISO certifications, certificates of execution, financial statements. At present the system does not seem to allow the DURC (social security compliance certificate) to be retrieved, except for those registered with Inarcassa (pension fund for engineers and architects); we therefore recommend attaching it.
To associate a document with a file, you can open the document’s detail page and click “Associa fascicolo” (Associate with file); the list of files with which you can associate the document then appears at the bottom. Alternatively, you can open the detail page of the individual file and click “Associa documento” (Associate document), then choose the document(s) to associate, which are shown at the bottom of the page.
Please note:
The system does not send email alerts when new notifications appear; we therefore recommend keeping in contact with the contracting authority (SA) in the period before the requirement checks, to be sure that you do not receive notifications in the system without being aware of them.
We therefore recommend checking the Economic Operator’s Virtual File (FVOE) frequently during periods when you are more likely to receive a notification for requirement checks.
At present the system does not seem to allow the SA to send the economic operator (OE) a request to produce specific documents; it is therefore advisable, after the authorisation request notification, to let the SA know that you need to stay in contact by certified email (PEC).
9 Documents available through the FVOE
These documents reach your file directly from the certifying bodies when the contracting authority requests them: you do not upload them yourself. It is worth knowing the timing, though, because an asynchronous request can take anything from a few hours to 30 days.

- The FVOE operates within the National Public Contracts Database (BDNCP) and makes it possible to check the absence of grounds for exclusion (Arts. 94 and 95) and the possession of requirements (Arts. 100 and 103 of Legislative Decree 36/2023). Art. 24
- Certificates on general requirements have a conventional validity of 120 days, unless otherwise provided, and during that period they are valid for several procedures (ANAC Resolution no. 262/2023, Art. 3.2(c)).
- The operator is responsible for the accuracy, truthfulness and updating of the data it enters; false documentation is assessed by ANAC under Art. 96, paragraph 15 (Resolution no. 262/2023, Art. 9.2).
- Failing to comply with a request to prove your requirements can lead to an ANAC sanction of €500 to €5,000; for untruthful data or documents it rises to €10,000 (Art. 222, paragraph 13).
- Successful bidders and authorised subcontractors whose checks have a positive outcome are entered in the List of verified economic operators, which other contracting authorities can use while the checks remain valid (Resolution no. 262/2023, Art. 5.11).
