The ANAC Virtual File, without a hitch

Support with the FVOE, Italy’s Economic Operator’s Virtual File, for economic operators and contracting authorities: registration and profile set-up on the ANAC portal, a telephone help desk and tailored training. From Studio Albonet, public procurement consultants since 1999.

Economic operators

Your file ready before the check

When a contracting authority checks your requirements, it looks in your Virtual File. A missing or badly uploaded document slows down the award and, if a request for proof goes unanswered, exposes you to ANAC sanctions. Bidding in Italy from abroad? You need the FVOE too, and access works differently if you have no Italian tax code.

Good to know before your next tender

  • No email alerts

The FVOE sends no notifications by email or certified email (PEC): the contracting authority’s requests appear only on the platform. Check it often during the weeks of the check.

  • €500–5,000

The ANAC sanction for operators who fail to comply with a request to prove their requirements. For untruthful data or documents it rises to €10,000.

    Art. 222, paragraph 13, Legislative Decree 36/2023

  • 5 MB and PAdES

Each uploaded file must be no larger than 5 MB. Documents signed in CAdES (.p7m) are rejected: you need PDFs signed in PAdES format.

  • 120 days

The conventional validity of certificates on general requirements, unless otherwise provided: within this period the same document is valid for several tenders.

Contracting authorities

Faster, better documented requirement checks

Since 1 January 2024, requirement checks go through the Virtual File. For RUPs and procurement offices this means new profiles, new requests to certifying bodies and a few pitfalls worth knowing.

Good to know before your next check

  • RUP profile

To access the FVOE you need the Responsabile Unico del Progetto (RUP, single project manager) profile on ANAC services. Without it, the e-procurement platform returns errors too.

Albonet FVOE manual for contracting authorities, revised 20 November 2025

  • From 1 July 2025

Criminal record certificates for procurement are obtained only through ANAC procedures: local criminal records offices no longer issue them.

Ministry of Justice circular of 13 December 2024

  • 30 days

If the FVOE is not working, 30 days after the proposed award you can award on the basis of the bidder’s self-declaration and complete the checks afterwards.

    Art. 99, paragraph 3-bis, Legislative Decree 36/2023

  • Preliminary checks

In award procedures, access to the file no longer requires the operator’s authorisation. In preliminary checks, started before the procedure, it is still required.

“The economic operator’s virtual file operates within the National Public Contracts Database and allows verification of the absence of the grounds for exclusion referred to in Articles 94 and 95 and of the requirements referred to in Article 103 for operators carrying out public works, as well as of the data and documents relating to the requirements referred to in Article 100 that the economic operator enters.”

Frequently asked questions

What is the Economic Operator's Virtual File (FVOE)?

It is the ANAC service provided for by Art. 24 of Legislative Decree 36/2023, the Italian Public Contracts Code, and it operates within the National Public Contracts Database (BDNCP). Contracting authorities use it to check that there are no grounds for exclusion and that requirements are met; economic operators use it to upload the documents they are responsible for providing.

Procedures started from 1 January 2024 use version FVOE 2.0.

Is the PassOE still needed?

No. The PassOE was discontinued with FVOE 2.0. Following the ANAC President's announcement of 16 April 2025, in award procedures the contracting authority accesses the file without explicit authorisation from the operator, who gives consent when submitting the tender.

Authorisation is still required for preliminary checks, carried out before the procedure starts.

How do you access the FVOE platform?

You need to register for ANAC services with a digital identity (SPID, CIE, eIDAS or CNS) and hold the right profile: “Amministratore OE” (OE administrator) for economic operators, Responsabile Unico del Progetto (RUP, single project manager) for contracting authorities.

ANAC username-and-password credentials are not enough for FVOE 2.0, except for foreign users with neither an Italian tax code nor eIDAS, who use ANAC credentials plus a one-time password (OTP).

Which documents does the economic operator have to upload?

Those proving special requirements that the system does not obtain directly from the certifying bodies, such as quality certifications or certificates of execution of works, plus any documents the contracting authority specifically asks for.

They are uploaded as a “Documento generico OE” (generic OE document), in files of up to 5 MB signed in PAdES format.

What happens if the FVOE does not work or contains an error?

If the system malfunctions, thirty days after the proposed award the contracting authority may award the contract on the basis of the bidder's self-declaration and complete the checks afterwards (Art. 99, paragraph 3-bis, Legislative Decree 36/2023).

According to the Council of State (Section III, judgment no. 4484 of 4 June 2026), a clerical error in the file data does not lead to automatic exclusion: it is clarified through the remedial clarification procedure (soccorso istruttorio).

Is fvoe.it the official ANAC website?

No. fvoe.it is an independent service by Studio Albonet and is not affiliated with ANAC. The official platform is on the anticorruzione.it portal, where ANAC also runs its own Contact Center for technical problems with the system.

We support you in day-to-day use and in the legal choices: what to upload, how to answer requests, how to handle checks and the remedial clarification procedure.

How much does support cost?

It depends on the service and on the number of tenders or procedures to follow. After a free, no-obligation first call we send you a written quote.
